About Cleve

The District Council of Cleve covers an area of 529,543 hectares and serves a population of approximately 1771 residents. Due to the diverse and prosperous farming activities undertaken in the region, the district is considered as the nucleus of one of the key agricultural areas of South Australia.

While the town of Cleve itself is located approximately halfway between Whyalla and Port Lincoln on the Eyre Peninsula, the District Council of Cleve spans the area from the coast of Spencer Gulf at Arno Bay west to the mountain ranges of Darke Peak. The area is characterised by panoramic views, cereal crops, sandy beaches and some of the best fishing in the country.

The Council has committed to a bold framework of economic development and community development with the goal of growing jobs, families and population through infrastructure and community initiatives and facilitation of transformational investments with serious regenerative capacity.

About the Role

The Manager Corporate Services is a key member of the Council Executive Leadership Team and is responsible for overseeing the operational aspects of Community Development including; Events, Finance, Governance (including Council Agendas and Meetings, Committees and Minutes), WHS and Risk, HR and IT, Customer Service, Funding and Grants, Marketing, Social Media and PR and Records Management all with the focus of creating benefit for the Community.
 
This is a broad focused role; therefore the successful candidate must be an empowering leader with the ability to effectively delegate, be innovative in their approach, highly engaging with all stakeholders and be proactive with a can-do attitude. 
 
Key responsibilities of the role include:

  • Develop corporate and operational processes and systems to increase the measurable effectiveness of the Council
  • Develop financial processes and systems to lead the financial and economic development of the Council, ensuring that financial performance is at best practice standards
  • Manage the preparation of the annual financial statements, annual budget and annual business plan as well as other financial reporting requirements and present to the Council, to Audit Committee and to other stakeholders as required
  • In consultation with Council’s Executive Leadership Team, develop the Council’s Annual Business Plan, Long-Term Financial Plan (including forward Capital Works Plan), Annual Budgets and Financial reports
  • Manage and monitor the Council’s ICT functions and software to ensure that best practice systems and procedures are in place
  • Support the Chief Executive Officer and council in providing strong community leadership and advocacy
  • Positively and consistently model the Council’s Vision, Mission and Values in all aspects of work life and support behaviours which comply with these values
  • Inspire and lead the people within the Corporate Services Department by fostering a highly engaged, innovative, high-performing, productive and collaborative culture
  • Effectively delegate, communicate and share information to promote high-level performance and accountability across the Department
  • Ensure all employees within the Corporate Services Team have clear performance goals and measures that are aligned with Council’s strategic goals.

Other important skills, experience and attributes will include:

  • Proven and extensive experience at a senior management level, particularly in corporate services and/or Local Government environment
  • Extensive experience in successfully leading and managing complex and diverse teams in a collaborative manner
  • A record of achievement in a management role, involving financial management and accounting, including experience in financial management reporting and involvement in the preparation of annual budgets and financial statements
  • Tertiary education in accounting, commerce, business, management or other relevant discipline will be highly desirable.

The position is being offered as a full-time, 5-year contract, and an attractive remuneration package will be offered for the successful candidate.
